Don't buy runes until level 20. Second, Quintessences are 3 big purple circles in your rune page, and they won't open up until the appropriate levels.

Don't bother on buying runes till 20. And as you level save up IP to buy the runes you will open for that next level.
Depending on hat you plan on buying it would also be better to buy quints first. But it has been a while since I did the month on what to buy first.
