Fizz - Is that an Orca whale?
NO it's a shark! It clearly says in the tooltip it's a shark!

Tundra Fizz has an Orca whale instead of a shark. :D
This is exactly how I play Fizz. I prefer to level Playful Trickster up second for farming purposes, but besides that its the same. I tried several builds with Fizz but anything without a Nashors Tooth in it is fail. The tower diving comments are spot on. I was wrecking a Gangplank just last night with that exact combo.
The summoner spells i roll with are Surge and Ignite. If you lane with a ranged, I wait till they are about 2/3rds health and surge > w/q in > auto attack > ignite > win. Its awesome to get that early kill before you reach 6 and get your ult, which helps with early gold.
