Umm why do you have a Nashors? And Starks?

And why do not power level your Flamethrower? Why do you level up Scrap Sheild as well?

Not really an ideal build for rumble. There are too many items that deprive you of survivability and those dont even boost your damage potiential very much.
Starks... Really? and nashors is not a good item for him. You dont need AS

^You should listen to him, also you might wanna get armor seals. Cdr seals aren't as good as cdr glyphs. By the way you might want to replace with another ap item.

haha i used ur build and although i only got up to the crystal scepter im already 8 kills and enemy surrendered XD
btw in case ur wondering its tiger here XD
