Would most certainly not disagree with that first part...I was just curious because i hadn't seen many other junge rammies out there recently (def have in the past to be sure)...maybe just not high enuff elo?

No Rammus is legitimately super strong now.

Rammus is strong.
Riot just needs to rework his stats a little. He's so ****ing clunky atm. (like many old champions)
His mana and HP regen needs HUGE buffs because they're seriously the lowest in the game.
His base mana and mana costs might need buffs too(at least the cost on Spiked Shell).
Then they'll have to nerf his damage and a small nerf to his Q speed.
Then he'll be fine.
