Errr .. no it isn't. Database claims you get 5 HP per attack damage and 3 from Ability Power, the current values are 3 and 2, as outlined in the wiki.

Also Empower cost is 20 not 60
Also Counter Strike deals more damage than database suggests
The Relentless Strike Tooltip is inaccurate ... you dont have to hit the same unit at all to get stacks, any unit will do. You might want to add its cooldown aswell (60s)

when i checked it it said 3 and 2...

we have 2 descriptions for the spell, one basic description and one that shows how it changes when ranked. as a passive they are the same.
the basic description, on the list of abilities said 3 and 2.
the other one said 5 and 3. fixed now.

and probably some other stats .. just crosscheck with lol wiki, which has the values right.
