It's a pretty good build.

Cdr boots = 15%, frozen heart 20%, blue potion 10% so you're up the cdr cap by 5% with only that, why get shurelia?

Yes CDR is important. Shurellia's is not important though. Even though it builds from Philosopher's Stone, you should only be getting it if you are being forced into a bot lane as a support. It also stacks oddly leaving you with 5% CDR wasted if you pick it up. I can see the HP on it being useful though.
