Relog, your connection bugged, you currently are that guy with the lightning sign in champion select. If you try to close the game (unless you somehow do it in those moments you're in actual q after a non-starting game) it says that you can't because champion selection is imminent

That can also happen if pvp glitches and you get into games but you don't see them.
