He can do it but, it's not stellar.
The pre-six ganks are decent but you need to have some CC so you can land the slow from playful/trickster to be most effective. Or have red buff.
You also have to build him AD then. It's quite effective but there are better options.

Fizz is a "situational" jungler. He can jungle only when your team's setup needs one, or no one is willing to.
He should not jungle over Warwick, but if the team's setup doesn't have a decent solo top, then Warwick should solo top and Fizz jungles.

Jungle Maokai is special in that his ganks are superb and he needs the AP to keep up in speed. He also has awesome AoE damage.
Fizz on the other hand doesn't have a bunch of "on demand" AoE damage skills and will spend most of his time auto-attacking. Hence the reasoning for going AS/Onhit.

I am in no way comparing the two, Maokai is godtier in ganks. Just curious since I rarely jungle pure carries!
