Pretty standard. My build is similar, only I open with a doran's ring. Meki pendant is also good for opening, dont get me wrong :) its just my preference. For boots I get Sorcerer's shoes. The mr pen gives to much damage to over look. Swiftness boots help you keep up, sure, but that is what the Rylai's is for. RoA... My least favorite AP caster item in the game. The hp and mana is nice, but all the hp you need comes as an added bonus to Rylai's. The mana comes with your Tear/Archangel's. The AP it gives is nothing compared to other AP items. At best, it gives 80 AP, and amount provided instantly by such an item as Abyssal Scepter, (Which gives you both MR and more damage because of the MR reduction aura.

Another side thought, if you REALLY wanted extra speed, you could get a Lich Bane! WONDERFUL item that gives you 80 AP, just like that RoA, a respectable 350 mana, some MR, and a heavenly 7 Movement Speed Multiplier. Not to mention the passive that doubles damage out put if used between spell casts.

Quite a mouthful, and a lot to think about. Please don't feel offended or anything, I didn't mean to be rude, it is just constructive criticism :) Otherwise, its a very good build!
