I've heard more junglers are using them, but to be honest I don't know. Attack speed runes still seem to work fine for me in the jungle especially since the new jungle seems more about power clearing than sustainability

The fact that they don't give more combined stats than one ArP rune is what hampers them. I hope they'll get buffed

They're definitely not worth it on Akali, I can tell you that much. The early game benefits of flat AD and AP from marks and quints pretty much override the viability of other runes on her. As for other champions, there might be a select few that do well with them. Kayle for instance. But I haven't done the math yet, so I can't say for sure.
