Depends really. Both will probably start with Cloth+pots so, it's just a matter of who harasses whom at that point.
If GP spams his Q on Riven, without re-entering the bush every time, he will lose trades because of minion aggro. If he Qs her while the shield is on CD, and enters the bushes a lot, he will win trades.
I'm no pro and Duff is like, the best solotop person I know so, he'll probably be along to say something about this in a while.

Oh yeah ^_^ I already know what Duff has to say :P He's a very strong supporter of GP. I'm probably going to test it against him at some point, but I'd much rather see someone at around his ELO and decent with top lane riven go against him. I'd spectate that **** in a second ^_^

1 on 1 I have never lost to Gangplank while playing Riven, but the GPs I've faced weren't exactly doing a great job countering in terms of their build either (most of them went critplank or bought no sustain items like Wriggle's <.<).
If I had to name a winner I'd say Riven, but then again I haven't played Gangplank top often yet so I'm slightly biased :3

Didn't mean to say all of them were like that, but some times when I win a lane and check the enemy's item choices I think: 'hmm, yeah, I would've been bad if I hadn't won that lane'.

Mmm. Yeah, my favorite is the people who can't understand how you're winning, while you build direct counters to their gear/kits.

IMO and in my experience, Riven wins the lane. Of course there are plenty of outside factors, but lets keep this basic.
