And yea, but imo runes should be targeted for early game play to give you the extra edge to get a good start and in turn the gold to itemize late game where the effects of runes don't make much of an impact in comparison to the items you could buy.

Generally, people buy runes to help out their early game. The bonuses tend to make the most difference earlygame with things like armour, AD or AP runes.
However if you get per level runes they will actually scale fairly decently into mid/late game.
