Ad/lvl runes seem interesting.

Could someone explain why people don't use them?

I've never done the math myself.

They surpass flats at level 8. I'm not sure why they're terrible but, I just have been told that they are.

I'm pretty sure that it's because the AD runes, in general, are for carries who need the pre-6 advantage that flat AD would give because their skills scale off AD.

I'd imagine mainly because you can lose out on lane control and last hitting. Solo que games tend to be balanced more toward early performance more so than late game team fighting. At least that's my take on it.

They can often outperform armor pen runes with last whisper but it's hard to calculate all the armor variables you'd have in a game.

There's not really anything wrong with going flat ad/25 armor pen, mixed ad/arp anyhow. If in any case one setup because mathematically superior it's often not for very long or not for a substantial amount.

But since the new masteries provide a decent amount of arpen, couldn't you replace some ArP runes for AD/Lvl?

Yes the new masteries have already caused flat ad rune trends. Without the 10% armor pen this type of thing would probably be unquestionably worse than arp runes. The statement I made above takes Weapon Expertise into account.
