No of course not, you won't black list everyone, just the people who rub you the wrong way, or who actually troll. I'm referring to the time it takes you to actually play a game so you can then write em down.
The idea of a black list is to offer information to the masses about people who have violated rules and are therefore "punished" for it.
What you're doing is simply offering people a list of players who exhibited trollish behavior/violated rules in one game. ONE game. Sometimes one is enough.
But if the list consists of 50 violaters, do you honestly think that in a player base of over 10 million ANYONE will ever run into them? And if they do, what are they going to do about it? Alt+Tab to look at your list every game so they can be sure to que dodge if a troll appears?
I'm not trying to be an ********, but hey if you want to spend time on something that makes 0% difference to the LoL player base GO for it. Live your dream, be the guy who made a list of 50 people who trolled in A game.

Yeah basically. I mean I'm not looking to cure cancer or create a biased list of offenders. Just enjoy myself and write my thoughts down for others to read. I'm calling what you're doing a waste of time, an opinion rather. So feel free to take as you will, but the logic is in the fact that what you're trying to do is an effort in futility.
Tribunal already does a better job, and it requires the voices of many people. Not one person who thinks they have the right or ability to judge another player's intent based on one exchange in a 35 minute game.

Yes that would be the main question here:
How do we know you are a better person that these people?
How do we know you are telling the truth?
And how did you come across this right to judge another man based solely on your own feelings/thoughts?

As I said Ancient, if you don't want to use it, simply don't. It is actually that simple.
