I do note that my masteries are wrong I forgot to change them when i changed my build.
But I believe you are wrong on your second point ziggs does require some amounts of mana but he doesnt need that much because if you focus more on mana you will lose valuable ap but before I discredit you i will try out the ToG and archangel staff in my build with replacing
the void staff and rylia's crystal scepter or zhonya's hourglass.
Ziggs doesn't benefits from SpellVamp that much (every spells are AoE), and for very little Life regen benefits, you sacrifice huge amount of damages (the 21° masteries is perfect for finishing spells like ziggs ultimate) and I find it dumb to not use it.
Second point, your items choice contains only 1 Mana item which is Lichbane who is very low for this. You can play this stuff only with having blue buff all the time (and it's not possible btw).
Masteries => 21/0/9
Item => -LichBane + ToG (and archangel staff when ToG is nicely up).
If you really enjoy Lichbane, remove void staff.
