It only happens when he watches youtube videos and it's only on my brother's PC.
Whenever he downloads something I usually don't get a lag or something.

Well if it doesn't happen when youtube is open on other computers, there must be a software maulfunction on your brothers computers. Re-installing Windows could prove useful.
