soraka is completely off. riot ****ed up big time by increasing her mana costs later on. at rank 2 her heal is the same cost as it is normally. riot really ****ing dropped the ball. i am not happy.

her q will cost 5 less mana at all ranks.
her w will cost 10, possibly 15 less mana at all ranks.
sona:
her auras power will be cut in half at level 1, but increase scale so that its the same at level 5.
vladimir:
his e will increase heal per stack by 4/5/6/7/8 instead of a flat 8
his ult will increase all damage by 12, possibly 10%, instead of 14.
shen:
this ones really tricky, most likely to be wrong on this one.
his passive will deal 10% of his max health, up from 8%
his q will heal for 1-2% of shens max health
his e will reduce damage enemies deal by.. im going to say 15, but its most likely either 10 or 20. or scaling.
instead of his e refunding 50 energy if it hits a champion, it will refund 35 per champion hit.
no idea about whats going on with his w.
