Flash + Jarvan 4 ultimate got so much use and makes your ultimate much stronger, ghost is useless imo because with trinity / randuins / phage / your W you shouldn't have much problems chasing and getting kited also because you have a knock up gap closer and an ultimate which is also a gap closer.
The items are a bit weird to because you build a HoG after boots but then decide to go phage --> trinity force which is perfectly fine but then afterwards you get atma's and I find it weird. What use is it that you have a bit extra armor, a bit more crit and about 50 extra damage while you already do enough damage with trinity? An AD carry will still beat you easily with 1 CC and you don't have anything to lower her amount of damage and then the AD carry wins because you lack CC and escaping ability. Sure Atma's Impaler is a 5 star item on Jarvan 4 but I think randuins should be a 5.5 star item on Jarvan 4 at higher ELO levels.
I also think that leveling up your Q when vs AP carry champions and then your E ( and possibly your W ) can help a lot. It also helps vs Irelia because you can't beat Irelia in an auto attack duel anyways.
The rest is pretty okay but I would replace flat armor quints with armor pen for Jarvan 4.
Btw I can help you with a jungling section for Jarvan 4 because I played him 90+ ranked games as jungle and main Jarvan 4.
