Thing is then you sacrifice survivability of Merc Treads that also cuts down on CC; with the amount of CC lately even some DPS/Casters have opted to go Merc Treads - sure, that early CDR is useful, but it's easily countered by people who can just stay out of range, making you unable to cast your spells and thus wasting your CDR, while trading blows means you get the short end of the stick since they're more durable.

Not the boots themselves but rather, the upgrade cause Merc Treads from basic boots is a whole 850 gold or so. So a total of 1200 gold. There's plenty of money there that could've been spent elsewhere, etc. etc. Not gonna put up a whole essay.

True, I guess it'll just be one of those team composition things.

Personally I think this won't be quite useful since there are plenty of other CDR options with better hybrid yet cheap stats, also, with Blue buff giving 10% and Pot of Brilliance giving another 10% and CDR maxing at 40% additively... who could use a 15% CDR using boots?
