Supports usually go either Merc Treads for survivability (since supports are often highly targeted) or Sorcerer's Boots for more damage (since some supports have good nukes; ie. Morgana, Sona)
CDR early game also increases mana spending, and as a support you don't want to be low on mana (and if you are low on mana, you can't make good use of the CDR anyway), which makes early CDR kind of pointless.

Thing about Merc Treads is that it's composed of TWO daughter items; in fact, when building Merc Treads, I will often buy Null-Magic Mantle FIRST to become more durable against harass and THEN Boots of Speed; most other level 2 shoes are about 1000-1200, too, so Merc Treads being 1200 while building two daughter items actually makes your early game advantages that much better.
For CDR Boots to possibly be effective, it had better cost 1000 or less. Otherwise you can already build Merc Tread daughter items for 750 gold while level 2 boot speed is actually not even needed until mid-game.

Anyway...15% CDR boots...pretty awesome actually, but I think it's probably going to end up kind of like Sorc boots or zerk grieves. Niche item that goes great on certain champs but most will eschew in favor of Merc Treads
