I explained the second archangel's staff in the items section. I don't always build it in that exact order. I build based on what I need for the most part. This guides very generalized. I should probably clarify that.
For the skills, I don't really play offensively early game. That's why it's in the order it's in. If someone wants to play offensively they can prioritize glitterlance instead of whimsy. I'll add that in too.
And I need to take another look at the masteries. I want to keep the movement speed, because the usual group I play with has me traveling between lanes to help.
1. The items the build gives look good, but the sequence is questionable. There's a lot of late-game items, and there's two Archangel's staff's. That can't be serious, can it?
The sequence could use with some alterations. To keep it somewhat like yours, I'd make it something like,
Meki pendant > Tear of the Goddess > Ionian Boots of Lucidity > Fiendish codex > Archangel's staff > Morello's evil tome > Rabadon's deathcap > Will of the ancients > Rylai's Crystal scepter/Void Staff. (Saw you mentioning those in item sequence explanation.)
2. The skill-sequence focuses a lot on the "Help, Pix!" spell. While the shield increases for each level, I'd focus more on "Glitterlance" to begin, or alternate between "Glitterlance" and "Help, Pix!" first, instead of "Help, Pix!" and "Whimsy." Whimsy gives a speed-boost and then some AP depending on skill-level. While that's nice, it has to be used properly, and can wait to be levelled up until later in the game.
3. Masteries look a bit odd. Go 9/0/21. Keep it as it is now, but take the points from the death-penalty-reducer and put them into "gold per 5" skill, as well as taking the movement speed buff and distributing the points lower down. In offense, take the skill that gives 10% MP.
Just my two cents, anyway, take them or leave them :)
