Before 16 champions limit rule you got to play Phreak as jungler if there was no champions available.

How about we reapply the same question to normal drafts? Or can you also not play those without having access to 16 or more champions?

What happens if you got level 30. Never bought any champion. You just played the random champs all the time. Then u start playing ranked. Your ****** team bans some of the random champs. The rest of them picks them. You're lastpick. No champ for you to pick.
10 free champs.
6 get banned.
4 get picked.
