Really honestly most AP mid carries can snowball out of control if fed, like most other characters in game. If the question you are trying to ask here is "What AP carry can get kills best early game", then the answer to that, my friend, is that it is entirely dependent on your jungler. Now if you are asking "Who can get kills in lane early and entirely by themselves", well, that is kind of limited and may be the real question you are trying to ask. Its

Veigar and LeBlanc
...though I wouldn't say they even need to get kills to snowball. They have great damage without having to get kills. Just farm them a little and two-shot everything. Have a nice day.
