Don't EVER get Crit Damage runes.
Crit Damage runes are silly, you WILL do more damage with Armour Penetration runes (afaik) when you crit AND when you don't. Hence, they are a waste.
Crit Chance runes aren't too good either, usually it's better to have the confirmed damage of AD to help you through early game. I've not done the maths myself but I'm fairly certain Armour Penetration runes will be better for late game if you wanted a good late game.

AD QUINTS for the best earlygame.
Just use ArP MARKS. They're best in 90% of the cases.

Luther's setup is better than the Arp Marks + AD Quints since season two. Luther's setup is superior in damage during early- and mid-game. The damage difference in the late-game is negligible. Additionally, Luther's setup allows you to last-hit easier in the early-game which is a nice feature.
