He's originally from DotA, and yes his ult is AWESOME!
Why I think they haven't made it yet: His ult also freezes his teammates, and Riot tries to steer clear of things that can grief teammates.
For instance I LOVED Vengeful Spirit's ult, (I think it's Andromeda in HoN?) because you can swap with enemies AND allies, so you could save low health / high priority allies from death by switching with them, but Riot's never going to make it because they're afraid of griefers.
