One can not simply choose ulti rank 3 in lvl 15.

Alright mang ima help you with your very very bad build... So first of all your runes make little to no sence Simply going full MP reds mana reg yellows and flat MR blues would be so much better that your piece of **** runes... Also your build is horrible... Rushing D-Cap on morg is ******ed you should always opt for either a RoA (if you want to lane passivly for a while) or Zhonya's if you wanna force early fights
