The problem with this entire kit is "Burden of knowledge"
What's he going to start out with?
Frost Shot? Piltover Peacemaker? Buckshot?
What happens if he gets Locus of Power on starting rotation? How will that work with point blank AoE abilities like Eclipse?
What qualifies as "utility" for his E? To be fair, I can count Soul Shield as an offensive ability and Karma as an AP carry.
Now the ulti is something completely different. We're going to change a champion you've been fighting against for the past couple minutes. We're gonna do it again every fifteen seconds too.
Suddenly, Buckshot turns into Mystic Shot or Parrrley. It'd just be really confusing for everyone on both teams.

Its' Q will be a skill shot only. So, players will only have to juggle these skillshots.
Its' W will only include spells that effect other players, so things like, as an example, Xerath's Arcanopulse, Ahri's Orb of Deception, etc. I.E.. Skill shots.
Its' E will only support shields, and taunts. In the case of Karma, her shield will work as functions, just without the Mantra function.
Its' R will have to show the fact that the character is shuffling, via the blob doing a visibly different ruffle, just doing a lot of movement while not moving, and will flash through the abilities' champions. So, let's say I get Ezreal's Mystic Shot, Ahri's Orb of Deception, and Karma's Soul Shield. The blob would shuffle around, freaking out, before showing the champion's for 1-1.5 seconds and settling back into the blob.

Passive: (Insert Name Here) has the ability to use other champion's abilities. Depending on each form, (Insert Name Here) gains .3 AD, .3 AP, or 10 Armor and MR per 1 AD, 1 AP, or 1 Armor/MR
Q: (Insert Name Here) has a random AD ability from an AD carry. The base damage on said ability is to be reduced by 5 damage per rank (-5, -10, -15, -20, -25, -30), along with the mana cost, and the ratio is .6ad/lvl. Cooldown is shared by original.
W: (Insert Name Here) has a random AP ability from an AP carry. The base damage on said ability is to be reduced by 5 damage per rank (-5, -10, -15, -20, -25, -30), along with the mana cost, and the ratio is .5ap/lvl. Cooldown is shared by original.
E: (Insert Name Here) has a random utility ability used by a tank/support. Depending on said ability, it will have different ratios/strength. If said ability is based on energy, let it's energy cost be increased by 25, and converted into mana. Ratios are .7 pending on AD or AP, strength minus'd by 5 per rank. If it a taunt/fear, let it's duration be 2 seconds flat.
R: Shuffle: (Insert Name Here) shuffles his abilities, to be a different ability from the previous. The ability current will not be in the rotation until two other abilities in that button have been shuffled. CD: 15 seconds flat. No mana cost.
Appearance: When an ability is cast, (Insert Name Here) will take the form of said abilities' champion. When moving, (Insert Name Here) is an amorphous blob.
