He can be so horribly unbeatable.
I've come across some who have played him
very skillfully and they were just ... terrors.
Especially when it's jungling. Because he'll come
running in really fast and then flip you. Also,
when fighting him, he does more damage than you'd
expect. Plus, he can be hard to kill early, because
of his passive.

he is okay
toplane he can be used to get the jungler fed much like toplane alistar.
He just has insane followupganks and after a few kills will be able to snowball the lane to a dreadful extent.
As a jungler he isnt bad either but just not top tier since his clear is slow

His clear isn't slow as long as you build for clear speed.
Some attack speed + Wriggles and you do it decently fast enough.
But TBH the only real reason you'd choose Voli is because he's fun. If you're playing to win pick Naut or some OP ****.

Volibear is a VERY good jungling ad tank. His w damage scales with his Maximum health, and his passive is health based. His e makes jungling no slower than any other champion, and his q, especially when used with flash can make a horrifically brutal gank. Thunderlord earned his name.

In 5s, he is good, a decent solo top and a decent jungle. In TT, he is a GOD when paired with an AD or AP carry with good range. you are terrified to go anywhere near the creeps because you know that he will flip you the instant he can, then slow you so that his AD can just molest you. Overall... he is just plain FUN.
