TF is not OP. Shen is OP. Alistar isn't really OP, but a good one is scary as hell. Other champs that are OP as hell that you should be afraid of:

Shen is very good, yes.
Alistar and Maokai are both good for the same reason, amazing single-target CC ganks (and tank/support).
Nautilus is also extremely popular for his consistent CC.
Side note: Evelynn should be perma-banned. OP.

It depends on the reason for banning. You may want to ban them because of CC or high burst or counters or whatever.
CC:
Nautilus often in the jungle, strong ganks and late game team fighting. If you don't own him or plan on playing him it's recommended to ban him.
Blitzcrank It's not always advised to ban him but you can if you want to. Alistar is great at defusing Blitz' pulls.
Alistar Usually banned. If they ban him I'd suggest banning Blitzcrank because that's probably what they're going for.
There is probably more but I'm too lazy to type them... :p
Burst/counters:
Kassadin I'm not seeing him banned quite as much anymore. He's starting to lose his old title of BURSTKILLANYAPMID
Morgana She's just a hard champion to counter mid, her spell shield makes a lot of traditional AP mids useless and she has great team fight abilities.
Other:
Shen His ultimate is quite annoying to save someone and he can be an incredible tank late game.
Shaco Scary jungler. I don't see him banned so much anymore either, though.
Yorick I've seen a lot of teams ban Yorick so their top laner has an easier time.
Karthus I don't know why but everyone always bans Karthus, I guess people hate his ultimate that much :<
Soraka Global heal is really annoying and it can make your bot lane incredibly boring. I like banning her when I go AD/Support so I don't have to face an enemy who never backs.
