Joining a clan is something everybody can do,
not just level 30's. Some clans have requirements
though, but most are relaxed, casual clans. You can
sometimes find people in-game, who have clans you can
join. Here on Mobafire, there are plenty people advertising
their clan. One thread you can post in, is this one:

Otherwise, just look around. The "Introductions & Matchmaking" forum
can be a good place to join a clan of your liking. I don't think
there's any requirements about changing your name; although
some clans might require it. But I think they're few and far between.
You can also make your own clan on league of legends, when you're
level 30. Then you just need to get some people to join and you
an play 5 man premade ranked games :).

im level 26 now and not the lowest player but not the best too :P
and when i found a clan i need to change my name to get this clan name?
or is there a other way to get it
