Thats much more likely an internet issue. Check your connection and maybe do a diagnostic on what your dl/ul speed is. Your graphics are all good to play the game at at least medium level. Thats an issue to take up with your service provider.

Well one way to do a slight diagnostic
Is to right click your network connection
icon in the bottom right corner of the desktop.
Then click on troubleshoot ^^.
You can also try do a speedtest at www.speedtest.net
