Yea, pretty much.
Linux has been worked on so much by so many good coders that I doubt Window's core is even close to as effective.
The problems with gaming on Linux will probably be poor drivers and possibly problems with OpenGL, but from what I've seen of OpenGL it seems just as good as DirectX11 and if more games are available on Linux drivers will become better.

After getting a proper version of the game running Valve found that L4D2 runs 16% faster on Linux than it does on Windows.
"Left 4 Dead 2 is running at 315 FPS on Linux. That the Linux version runs faster than the Windows version (270.6) seems a little counter-intuitive, given the greater amount of time we have spent on the Windows version."
This bodes well for gaming performance under Linux.
