Because Shen is very annoying due to him be able to split push 24/7 and take other objectives while not losing the teamfight presence.

Because he is good. But no one can state that shen is a better champ than everyone since his role is very specific.

just because a champion is banned every game does not mean he's automatically a top champion. People often ban what they don't want to play against. For example, people see Soraka as anti-fun, so they ban her.

I still think Darius is a top 3 champ, but if no one else agrees I guess i'll throw Ryze out there in his stead
