Depends what you mean by transfer.
You can easily change your region, when
you first open the client. However you'll
most likely suffer downloading of patches.
If you mean transferring your account between
NA and EU, then no. There's no option to do that
as of yet. The only way you're allowed/able to transfer
an account, is if you're doing so between EUW and EUNE.
However, if it's the account that's the problem, I'd advise
merely making a new account. Then you'll have a spare one
and if you think about it, that's cool. Because it means
you'll start at level 1 and thus be faced with opponents of
a similar level (usually). This, should give you plenty of
oppertunity to practice what you want to practice, since you
(presumeably) already have all the basics down.
You also don't have to pay for a mentor. If you'd like a few ways
to get better though and there's no mentors at the ready, you can
refer to my profile, where I have listed 20 things you can do to
play better.

I am relatively new to LoL and have only been playing for about a month. I want a mentor to help me learn as I am still a noob and sometimes I feed pretty badly while playing. I am 15 years old and I generally play all week around for about 2-3 hours a day ( Mostly in the night, parents force me to study in the evening when I come from school so I am not generally able to play then). My Time Zone is + 5:30 GMT (India).
I dont exactly have a fixed role as the only champion I have bought is Shyvana. I do have my options open tho as I have a little IP to spend on another champion. I am level 22 and play in the NA server.
