Hello there! Let me introduce myself, I'm euw platinum players (got it yesterday but doesn't matter), my main role is jungling and hecarim is one of my new-found junglers and I love playing him.
As you probably know, Hecarim snowballs extremly well, after you get few kills and some farm, you'll get so ahead of everyone and become unkillable murder machine.
First of all, Hecarim doesn't fit in every team comp, if your team requires a lot of early babysitting, you probably shouldn't pick hecarim, for the sake of you and your team.
His ganks pre 6 are mediocre, it depends if enemy has wards or not. His direct ganks are most
powerful in game (rushing to enemy regardless if it's warded or not) and slamming them into face.
His jungle clearing speed is good, sustain is a bit low first few levels but after he gets better and better.
For skills, max first Q because with ranks it only gets higher damage, cost is same, cd is same, that means you get spammable free damage.
2nd max W, because by your 12th or 13th level, teamfights should occur and heal will become noticeable and will actually heal.
Put points into your ult on every occassion and E max as your last skill (remember to take point on level 3 or 4, depending when you plan on ganking).
For runes you should use Armor Penetration Marks, Armor Seals, Mr/lvl Glyphs (or flat MR glyphs, use whichever you have) and I sugget you to invest in Movement Speed quints. (attack damage or attack speed marks work too; for quints you can use attack speed, armor pen, attack damage or armor)
Masteries should be 0/21/9, focusing on reduced incoming damge, coldown reduction, neutral buff duration and make sure to take all movement speed masteries.
Your jungle path should be following: wolves-> blue (with leash, try to get hard leash so you can go to red instantly)-> wraiths -> red (only if you have smite ready)
-> or return to wolves if your smite is on cooldown
after that get red or do once more wraiths for level 4.
You should start with boots + 3 hp potions (if you have armor seals and all masteries), or with cloth armor 5 potions if you don't.
First 2 items should be Philosopher Stone and Heart of Gold for steady gold income. After that finish your boots (mercs or ninja tabi).
After that you have couple of choices: rush frozen heart if they have 3 or more ad champions or just buy glacial shroud, then buy hexdrinker. After that finish your frozen heart if you haven't.
After that all items are sutional, if you are fed and want more damage, get Trinity Force.
If your team needs engaging tool, get Shurelia's reverie.
Or if you enemies have many magic damage, finish your Maw of Malmortious.
You regularly won't be able to finish your build, but if you somehow buy all recommended items, feel free to buy anything you want, because game should probably be over soon anyway.
I hope this helped you, have fun murdering people with our beloved pony!
