My favorite build for Annie. This was the first one I used so when I tried switching to one like Incadesent I realized how proficient I had become with this one. Thanks for a great guide :D

Rylai's and RoA on Annie at the same time?
Greater Glyph of Ability Power is outscaled by Greater Glyph of Scaling Ability Power.

Annie is squishy AP carry, who was no way to escape, only stuns, and you need to stack your passive to get stun. So RoA and Rylai's will be very good. Rylai's is good with your shield, every time they autoattack, they'll get slowed, and RoA gives mana and health and pretty much AP.

And the runes are for early game, since you'll get AP items late game. 55.08 AP at level 18 compared to 21.8 AP at level 18. The 33.28 AP less doesn't affect so much. And you need the AP at early.
