mixing up arpen and magic pen runes - bad(you suggest it.)
no gunblade in your cheatsheet - bad(gunblade is ****ing core)
No info regarding how to play poppy(i know you said how to build poppy blah, blah, blah. but this doesn't really bring anything to the table except for a medicore build.)
Nothing about why/when to pick poppy - bad.
Your mastery tree is utterly useless. 21/9 on easy matchups and 14/16(but with masteries located much differently) on hard matchups.
I prefer Armor seals on tops but health/lvl is fine i quess..
Yorick deals magic damage so why take the minion mitigation from mr?
No GA - bad.
Overall - mediocre build with no guiding whatsoever.
And i who thought having a high elo section would sort out the bad guides. boy, was i wrong.

Meh, this isn't AWFUL, just kinda meh.
Your item choices and runes confuse me. I play a lot of poppy, and you get WAY more health than I do. PD? BV? randuins? I don't agree with any of these, but if it works for you, that's cool.
I prefer a hybrid poppy, same-ish runes but with armor seals, boots, double gp10, sheen, sorc shoes, trinity, gunblade, QSS or GA, etc

Bv typically is more wasteful than QSS as it costs more and it can be popped by a random spell you wouldn't eve care to block. Typically with QSS however, you will ult your target they will use their CC on you and you will simply QSS it off.
You should not change your vote, because everbody should see that you dont know what you are talking about^^
but there is actually no difference in your build, except that i would not buy QSS, because there is often no real need/reason for it... I think that BV is > QSS generally^^
