Summoners are flash/ignite, and you lane top 2v1 deny enemy and split cs (your top lane still comes out on top or their jungle is stuck in lane with you, if you harass as a team. Typically, you get first blood).
If you do this you are out of lane by level 4, level 3 with FB. With madred's you can clear both bigs before they are stolen by the other jungle. Get 2 ganks in and start counter jungle. Red is necessary for ganks until you have frozen mallet.
Most people claim every jungle -NEEDS- smite but even if you smite baron, Teemo's global taunt makes you instant dead. With shrooms on dragon you have enough security that you shouldn't have it stolen.
This is easily done, but incredibly difficult to convince your team of. I actually prefer this over any other position for Teemo. And have my highest win percentage from it.
Anyways, tried it, works fine.

Thanks for your feedback as well, RosePhoenix; I'd like to explain why I build Teemo this way. You've definitely hit on the main weaknesses of Jungle Teemo: zero CC and poor gap closers. I totally agree, but I do point this out in the guide: you should NOT play Jungle Teemo unless the lanes you plan to gank have crowd control. Jungle Teemo is an option to take when your team already has loads of CC and tankiness in the lanes ( Darius/ Irelia/ Jax in the top lane, Annie/ Ryze/ Morgana/ Anivia in the mid lane, Volibear/ Blitzcrank/ Janna in the bot lane), but needs more mixed damage. If the lanes can initiate ganks, you're in good shape; otherwise, yes, you should play Maokai or Udyr or something like that.
I do have to disagree with your second statement: AP/AS Teemo works quite well, since his autoattack damage scales with AP almost as well as it would scale with AD thanks to Toxic Shot. You don't have the burst of the AP carry, and certainly not the damage output of the AD carry, but you deal a heap of consistent, ranged mixed damage. If the enemy team doesn't focus you, you will definitely take out the carries. If they do focus you, your carries will clean house. Building an AD Teemo seems like a waste of his abilities: if you're going to build AD, just jungle with Nocturne or Shaco, champs who benefit from the AD.
