It's probably the message that says that the server is busy, as in "Your connection sucks, try connecting again."

I got it on CN server when trying to connect. I managed to connect to one of them, but I don't really like it since the queues are like.. 1 minute per game. The ping is fine, I can score kills on 218 ping. Just wondering what that means, and if it is a bad thing...
