for Galio? yes there is. Galio is a walking flash + ult. That's what Galio does best, and what he'll always do best.
Being able to flash ever 188 seconds as opposed to every 300 for him means he can initiate ALMOST twice as often, which is a huge deal. When you factor in the cost of gold it's only about 475 extra, what were you gonna spend that on? were you gonna get homeguard? on Galio? why? Furor? you don't need that, you have a slow and a speed boost in your kit, you aren't kiting with autos.
Distortion is probably the best boots upgrade you can snag, and Eleisa's Miracle isn't even factored here because it doesn't change anything.
Seven mastery points in utility for the cool-downs will give you more bang for your buck than going 9/21/0 or 21/9/0 because it lets Galio Initiate better more often, and everything Galio needs to be that 'good' in defense is near the top enough that you can effectively go 14/9/7 and get most of what he needs. It's a small trade off that gets you 122 or so seconds off of your flash cool-down, and teleport cooldown is great too. If your team is warding properly and you want to contest dragon, you can teleport into flash ult if you need too, or even teleport flash ult baron. Doing that twice as often means you'll likely never miss a chance to contest.
So what about having Galio's ult and flash up more often is a complete waste?

Not early on maybe when u have nothing left... Its better to run defensive on adc so you will never put your last 9 points into utility a few exceptions like ez for mana but thats about it.
You think your team will be happy seeing you with flash cdr on boots instead of getting more dmg as adc.

Well, for one, there is no damage upgrade for boots, it's only 475 gold too.
For another, when did I say you should get it on everyone? You said there was no point for spending anything on them ever. Which is just really untrue.
Reduced summoner spell cooldown is always nice, especially for someone who depends on it, (i.e. not ADC's) such an initiator who needs flash to initiate. There are times when it is good to get the distortion boots I(but not always on everyone, ofc), and if you go into utility, there is no reason not to get the extra summoner spell CD.

Even on initiators i would rather go boots that speed up allies behind you. My personal preference but i can lead in and then they get boosted to catch up.
