You're actually making it really hard to give any feedback on it since nothing is even close to concrete at this point.
Q might be a skillshot or it might be a targeted spell.
Is W a cone in front of him or a targeted AoE like Spirit Fire or Hail of Arrows?
Untargetability with a secondary, ranged damage portion. Not good for game balance. The 3 reliable untargetable champs we have require them to move with it. 1 of them doesn't do damage, one is short range and one does AoE around them, but they're still constrained by walls and such.
The ult being the only thing I like actually needs some tuning up. If it's only damage, does it leave burns along it's path? If it's not only damage, what kind of CC does it bring?
You have to think all these things through.

Base abillity and attack = Base attack fire balls (range) and special = after two abillities have been used his wings gets red glowing and his next abillity will be stronger
Skills:
Q = "striking nail" = shots the spike on his tail.
W = "oil breath" = Spits out oil and then ignites it.
E = "dropping daggers" = He flies up in the air for some seconds and at this time he is not effected of ground abillities and then he shuts out his two daggers/spikes at the chest as missiles at a target area.
R = "twin tornado" he uses his wings they start glowing red as he casts the skill, and then he sends out two burning tornados wich crosses eachothers and at the meeting point there they will come togheter and become one big burning tornado that burns for some seconds.
