Mocking Shout can only be used when there's someone nearby to use it on. Are you entirely sure that there are enemy champions around when you're trying to use it?

It only works on heroes (as it says in the tooltip) and max effect occurs when they are facing away from you (as it also says in the tooltip). Why on earth were you trying to use it on minions?
