* Attack damage (Yes, you might want to replace the seals with armor :D)
* Ability power
* Tank
* Support (Yes, you might change the mana regen to magic penetration :P)

For runes, I recommend AD marks, AD quints, flat armor seals, and flat armor glyphs.
They can work well for every champion. Even mid and support. Mid for farming/harassing potential and support for harassing potential.

Thank You all for the feedback and i have decided to go along with what Pheyniex and Meiyjhe has said. Go lvl 20 with a bunch of ip and then RUNE *****. :D btw guys recommend any specific runes for support. as im going to play mostly as a support to help my friend. Love you all <3

Good luck saving your IP, I remember that when I had reached lv20 I had over 12k IP and all blew it on runes, lol.
As for support rune suggestions, I would say it depends on the type of support.
A traditional heal and buff support like Soraka can use:
Armour Marks
Flat Armour Seals
Flat MR Glyphs
GP/s Quints
However for the poke heavy supports or if you spam spell way too often without decent mana sustain, such as Nidalee and Lulu, you may consider:
Magic penetration/Armour Marks
Flat Armour Seals
Mana regen Glyphs
GP/s Quints
However most of the time it doesn't really matter as I only have two pages anyway (and I play support a lot), one for generic AD and one for generic AP. If you really want to buy an additional page for support you're better off waiting for an unlikely rune page sale, as spending IP on rune pages is kinda wasteful.

The runes you linked are really weird and make you really squishy.
Standard support runes are, like someone has already mentioned: Flat Armor Marks, Flat Armor Seals, Flat MR Glyphs and GP/10 Quints. They work on a lot of supports, not just "heal and buff supports like
Soraka".
C'est possible.
