So... we're having someone who can do 1200 damage at level 6 in 3 seconds, 300 of which is true damage, and he has no mana costs to balance him out with a chance to do triple that damage...
That's not even touching on his item. 10% damage reduction for 1200 gold, as well as a 20% HP increase. So, in reality, you're getting about a 15% reduction in damage. I know the math's wrong, but same principle.
We're also giving him Olaf's ult... on a shorter cooldown. Seems good if you didn't also have Olaf's passive on another item of his.
Look, just play Olaf if you're looking for something like this guy. Olaf is actually balanced miles better than this... thing.

I think he should be a ADC or an offtank.
Abilities:
Deep wounds(passive)- 30%of damage done is aplyied as phihical damage DoT over 3 seconds,refreshing upon hit.
Strike(Q)- Deal 80/90/110/135/160(+1.2AD) and if it kills a target grands you 30% bonus crit chance for 10 sec.40/50/60/70/79 mana 7/6.5/6.3/5.7/5.4 seconds cooldown.
Taste for blood(W) - A skill available ONLY after Deep Wounds deal damege(35% change to proc).It deal 100% AD and has 10/15/20/25/30 crit chance. 50 mana 4 sec cooldown.
Charge(E) - Charge to the nearest champion(only champions skill) dealing 50% AD and stun the target for 2seconds.After you charge there is 30% change that your next 4 atacks within 5 sec will ignore your target armor and have bonus 25% crit chance.Cant be used while in combat(you are in combat if you received dmg in the last 3 sec)
Bladestorm(R) - Spin around youself dealing 60/99/149(+ 1.1 AD)damage every sec for 3 seconds.Decrease your movement speed by 40% when used.Also it makes you immune to movement-impairing CC.

I said something about an unique item:The Battle Horn wich has 3 different upgrades,but first the item: -it costs 500g
- gives you 20 armor , 10 physical damage bonus and allow you regen mana while in combat(2 per 5 sec)
Upgrades: Overlord Horn( for tank biuld):+339 Hp and reduce incoming damage by 30.Costs 1597 gold.
Berserker Shout(ADC-Aspd): +40% atack speed, +10% lifesteal,and when activated it also gives you 80 movement speed and drains 1% hp per hit for bonus 38 damage.Lasts 10 sec(60 sec cd).Costs 1900 gold.
Shout of Battle(ADC heavy Ad): +32AD , +15 Mspd AND plus 30 physical Damage to your Strike(Q).Also when Deep wounds deal damage it increase damage done on target by 4%.Costs 1253.222 gold.
