I don't think they should ban players for feeding. If it's on purpose yes, but some angry players may report people for feeding even though they're trying their hardest, and they'll get banned for feeding just because they had a bad game.
Haikus are easy
But sometimes they don't make sense

They look into the games and dont just ban you if you died alot.. but if your died alot on multiple games and have like 0 kills 0 ***sits... its kind of obvious. They can also check your chat logs to see if your like" **** this time to feed"
So dont worry you wont get banned if your a baddie.

Chill chill, they wont ban that frequently anyway. Would be nice to get info what are the MUST factors before they start the investigation. Amounts of reports? Detailed description? IDK.
I've been reporting ppl since i was lvl 30. Especialy the intentional game disruption like on purpouse feeding, announced AFK or Leave. Flaming in verrry offensive way.
Flaming part is the weakest link in this. Standard trash talk and flaming is a part of strategy if done properly and not in offensive way. It makes games more interesting and longer (if you want to test out your build and you see early surrenders inc, you can flame! they will not surrender in most cases but still loose giving you time for testing out stuff :) - i do it and i am sorry for it :P~ but i need data data data to write freaking guides :).
I just hope NOT seeing more ppl with 250 won games and 98 leaves in my team flaming that "his team is full of n00bs" and he is the pr0 ultrazord with super-high-skill born in 2002.

totally agree with you dewo on the last part.
not to be nitpicky, but you said you have been reporting since you were lvl 30...
your not getting any higher than lvl 30 no matter how good you are...

Yea what i ment was i started reporting this kind of behavior when i reached lvl 30. When i was lower i treated myself as a n00b and observed hoped it will be better on top lvl with higher ELO. When i started to play with other 30's with even 400+ won games and saw their behavior... it was a bit too much. Calling other ppl n00bs when they have 2x more won games just becouse a fed champ was farming whole team or going emo and AFKed after 2 deaths on a lane with Morgana/Pantheon coz other ppl are n00bs and didnt saved his *** and so on so on so on. I first started to report via screenshotting the behavior/chat and end stats and sending it to Feedback, than just reported it via PvP.net option.

With this in mind we have been making an effort to crack down on those players who ruin other people's game experience. Whether it's verbal harassment, AFK players, leavers, feeders or any other form of griefing, we're prepared to take measures to sanction those players you identify as abusive. In the past 48 hours alone we have suspended hundreds of players for abusive behavior, excessive leaving, and other violations of the terms of service.
We are even adding additional personnel to our Customer Support Team in order to ensure that we have the manpower necessary to continue to address these concerns on a regular basis. If you're taking it upon yourself to ruin other players games, we will be watching you, and if you're a stand-up player, we encourage you to continue to utilize our player reporting tools. We will be identifying problem players so that they can be dealt with appropriately." - Jesse Perring, Customer Support Staff.
