I personally believe that twitch has RIDICULOUS utility compared to other adc's, but his range and mid game leave something to be desired. Twitch was my favorite champion in the game for about a year. His ultimate can wreck, but it's situational. They need to be grouped/in a line and they have to be either cc'd or kept off of you while you use your ultimate. He's tier 2 for teams, and tier 4 for solo queue, averaging tier 3. I think that's pretty generous.
For the kennen build, you go 30-0-0 and I don't know the runes and you get blade of the ruined king and twin shadows and split push. You will handily win your lane in some matchups and you scale somewhat into late game due to your crazy utility. Do some poking around you can find it.

The ult just disrupts whole enemy team
Zac is fine. Nothing wrong at all being tier 2
