If you want to farm IP for whatever reason, just do 5-minute runs on Twisted Treeline against Intermediate bots. It's something like 6 IP per minute, much higher than the 2.3 per minute you get for winning a PvP on Summoner's Rift.

You have to get 10 wins in normal or ranked games to unlock the icon. So AI games and customs will not count and switching icons will reset your counter. The event will probably last several weeks, though, so getting 10 wins shouldn't be difficult.
