They are for the in-game event dealing with the Freljord. You pick an icon for your summoner profile that corresponds your allegiance to either (The Bow), (The Axes), or (The Eye). Winning ten games without switching your icon unlocks an upgraded version of the icon you get to keep. But you only get to keep one, and switching icons before you get ten wins resets the event!
