Yes if you can please elaborate on what you would like to learn about the game, that would be great. But a good place to start is AP "ablity power" mid, at least that's how I started so grab a champion like Annie and learn every thing you can about her and keep playing read some guides and just keep playing you wont really have to learn the meta until you get to around level 20 or so, but it's never to early to start learning

before you play LOL competetively youll need to reach level 30 (i made that mistake as well, i think i was pro but before lvl 30 things dont matter much), so theres no reason to ask for help before you get to lvl 30. i mean, your not going to learn anything cuz your playing with newbies.

Sure you can learn things pre-30. Read guides, do research, play games, analyse other people games, ask questions, get answers, find your weaknesses, find your strengths, find out the use of builds, find out the use of tactics, etc.

This is no different from being lvl 30 itself, since if your suck pre-30 and are against sucky enemies, you will probably still suck at 30, dropping your elo, thus being against sucky enemies still.
Change is gooooood
