Yes her plants proc both Rylai's and Liandry's, however I'm about 90% sure that the plant damage is considered "multi-target" which reduces the slow value from Rylai's.
To answer your second question yes, liandry's is affected by rylai's even if a spell applies both.
The wording in Liandry's Torment states:
Dealing spell damage burns enemies for 6% of their current Health as magic damage over 3 seconds, dealing 1% of their current Health as magic damage every .5 seconds.
Because it is a DoT the damage is not calculated up front, but rather on a per-tick basis. Because your plant shot a projectile at the target liandry's is applied --> rylai's is applied --> liandry's ticks --> factor's in the slow to deal bonus damage
This is also why the per tick damage from the Liandry's DoT also goes down in value because it scales off current health.
This is true for most things, damage is often not calculated until the projectile hits, the same is true for dots, the DoT is applied but damage is not calculated until it procs, which in the case of Liandry's is every .5 seconds
